Welcome to the Public Finance Conference 2024!

The Public Finance Conference 2024 #PFC2024 seeks to bring together policymakers, intergovernmental agencies, civil society organisations, and development partners to set the agenda for public finance in Kenya. Hosted by Bajeti Hub, the hybrid conference will unfold over two dynamic days of dialogue, collaboration and sharing towards developing innovative solutions on sustainable public finance practices. The #PFC24 will cater to diverse learning styles and encourage active participation through a blend of plenary sessions, thematic breakout sessions, and dedicated networking opportunities!

This session will bring together state and non-state leaders to set the tone for the Public Finance Conference 2024. The panel discussion will explore the various conference themes in broad terms, providing a solid foundation upon which the pertinent policy issues to be discussed on both days can be considered and tackled within the current fiscal context.

Financing Budgets in the Context of Fiscal Constraint

With increased taxation becoming harder and harder and the level of public debt rising to unsustainable levels, the question of alternative financing strategies arises. However, the government’s options are limited; Kenyans are saying no to taxation, they are demanding that the government stop borrowing and are questioning its use of Public-Private Partnerships (PPPs).  How then can the government finance its budget and at the same time pursue fiscal consolidation?

Balancing Universal Health Coverage with Fiscal Sustainability

In recent years, public finance debates and policies have centered around macroeconomic issues, as the country contends with a constrained fiscal space, economic shocks, and high debt repayment obligations. As a result, there has been less focus on essential service delivery areas, particularly in sectors like healthcare and education, which are crucial for the country’s poor and marginalized populations. The session aims to bring together policymakers, county officials, and health sector stakeholders to address the systemic and operational challenges in Kenya’s healthcare financing under the broader umbrella of public financial management reforms.

Budgeting for Basic Education

It has been over 14 years since Kenya’s 2010 Constitution provided for the right to free and compulsory basic education. Whereas the budget allocation for basic education has been increasing over the years, it still falls short of the requirements to ensure that no parent or guardian pays for any costs in Preprimary, Primary and Secondary Schools. This session will explore the adequacy of basic education budget against the essential needs, trends and challenges education financing and the achievement of the desired outcomes in the basic education sub-sector.

Strengthening Devolution for Equitable Development

Devolution remains a cornerstone of Kenya’s development strategy, designed to promote equity and fairness. While notable progress has been made in the first decade of devolution, several challenges persist in fully realizing its objectives. This session will reflect on intergovernmental relations, which are essential for both supporting and providing oversight to national and county governments to ensure that devolution functions effectively.

Budgeting for Impact

Budget credibility remains at the heart of effective and meaningful public budgeting, requiring sober deliberations on the true impediments to service delivery at the national and county level. A big part also relates to how the public is involved with feedback-giving and decision-making at the budget implementation phase towards increased accountability. The central question of this session will be: How do we make sure public budget achieve their intended impact on society?
